Apply for a Household Transfer Certificate at the old place of permanent residence

According to the provisions of the Law on Residence 2020, when citizens move to their permanent residence, they will be granted a certificate of household registration. Household transfer papers are granted to citizens in the following cases:

– Moving outside the commune or township of the province’s district;

– Relocating outside the district, urban district or town of a city directly under the Central Government; towns and cities in the province.

An application file for a household registration certificate is specified in Clause 2, Article 8 of Circular 35/2014/TT-BCA, including:

Notably, according to Clause 6, Article 28 of the Law on Residence, citizens in one of the following cases are not required to issue a household registration certificate:

Within 02 working days from the day on which the complete application is received, the receiving agency shall issue a certificate of household registration transfer to the citizen.

Import procedures (registration of permanent residence) in the new province:

Citizens may only register for permanent residence in another province or centrally run city if they meet the conditions for permanent residence registration in that province.

The procedures for importing a household registration certificate to a new province are as follows:

Step 1: Prepare documents (Article 6 of Circular 35/2014/TT-BCA)

Step 2: Submit your application

Within 15 days after receiving a complete dossier, the competent authority must issue a household registration book to the person who has submitted the application for permanent residence registration; In case of refusal, a written reply must be given clearly stating the reason (Clause 3, Article 21 of the Law on Residence 2006).

Procedures for transferring household registration from one district (district) to another district (district):

In case the dossier is eligible but lacks the application components or the declaration forms and papers are incorrect or incomplete, the dossier-receiving officer shall guide the person to submit the application.

In case the dossier is not eligible, it will not be received and reply in writing to the citizen, clearly stating the reason for not receiving.

Time limit for settlement: Within 02 working days from the day on which the complete application is received, the police must issue a certificate of household registration transfer to the citizen.

Step 3: Receive the household registration certificate at the place of application.

Procedures for transferring household registration in the same district (district)

1. Execution object:

The head of household or a person in the household or an authorized person must carry out the procedures for adjustment in the household registration book when falling into one of the following cases:

– Move to a new legal place of residence within a commune or township of a district in the province;

– Move to the same town or city in the province;

– Moving within the same district, district or town of a city directly under the Central Government.

2. Order and procedures for adjusting information in the household registration book

Step 1: Prepare profile:

– Notice of change of household registration or household registration (form HK02) recorded in Section 15. Content of change of household registration and demographics: Adjustment of changes in the household registration book;
